It allows improvement districts to be formed in order to acquire, install, and improve energy efficiency and renewable energy improvements as well as for water conservation. These can include solar energy systems, combined heat and power, rainwater harvesting equipment and systems, and gray water systems.

Arizona has a great opportunity to become a leader in energy efficiency and renewable energy, but it will take strong leadership and positive policies, including legislation. Most of our electricity is generated from coal, nuclear, and natural gas. With that generation comes a lot of pollution and other environmental concerns. We need to move beyond old technologies and look ahead to new and cleaner technologies that reduce our energy use overall, such as combined heat and power, and that generate energy from one of our greatest resources, the sun.
