This is merely a technical correction bill to clarify the commercial solar energy tax credit program established last year and make it clear that the credit can be claimed by a third party who is financing a project.   It is important to clarify this for the program to work, however.

Background

The sun is the ultimate source of energy.  All the energy stored in the earth's reserves of coal, oil, and natural gas is equal to the energy from only 20 days of sunshine.  With today's technologies, we can harness this energy to produce electricity.  When appropriately sited, solar energy creates no pollution and is the most environmentally friendly source of power currently available.  Thanks in part to successful research and development, the cost of solar technologies has been reduced in recent decades.

This measure will help encourage more solar installations on public buildings including schools.
