HB2496 schools; energy and water savings (Mason, J. Burns, Aboud, et al.) creates an energy and water savings contracting mechanism which allows schools to use the cost savings in maintenance and operations portion of their budgets to pay for capital investments in energy or water saving measures and to use dollars from utility companies to pay for water and energy saving measures. This provides an opportunity for schools to invest in cost-effective measures that save money, energy, and water over time.

Background
For nearly all of the thousands of ways we use energy, we have the technology to use less reducing pollution and lowering our energy bills. Energy efficiency is a source of energy like coal, gas, or nuclear except instead of drilling or mining the energy, we can tap into this clean energy source by using ingenuity to do more with the energy we already generate. In every home, office, factory, school and other public building we can use energy more efficiently by putting to work currently available products like advanced lighting and windows that better insulate from the heat and cold.
Water saving devices (like faucets that shut off automatically) in our schools can save water and energy both.
